Les Metròpolis davant un Món Inestable: Seguretat, Resiliència i Transformació

This Policy Brief summarizes the key findings from the July 2025 seminar, "Metropolises Facing an Unstable World: Security, Resilience and Transformation," organized by IBEI, AMB, and UN-Habitat.

The report highlights the critical, dual role of metropolises: they are highly exposed to complex global crises - such as climate change, geopolitical conflicts, and forced migration - but also possess the capacity to drive innovative, resilient solutions.

The seminar explored these dynamics across three thematic blocks:

Rethinking Metropolitan Dynamics: Expanded the concept of security (human, digital, environmental) and featured the draft of the UN-Habitat’s People-Centered Smart Cities Guidelines.
Geopolitics, Resources, and Conflicts: Examined how global strategic shifts (e.g., war in Ukraine, resource geopolitics) create local impacts on energy security and the economy.
Transnational Metropolitan Governance and Cooperation: Addressed supranational metropolitan solutions and challenges such as cybersecurity, AI competition, and the inclusion migrants.

The brief concludes that metropolises are strategic "laboratories of innovation." The path forward requires reinforcing multi-level cooperation and solidarity across borders and sectors to transform vulnerabilities into opportunities for safer, fairer, and more resilient territories.
